All;

Potentially over the next several weeks to months, the Emergency Preparedness Division (EPD) will have vacancies occur in positions currently being filled by uniformed personnel.  To give you an example of the depth and expectation of the work duties which may be assigned at varying degrees to these positions, I include the following partial list which covers a wide variety of areas, but are not limited to:


·        Competency in and ability to implement the National Incident Management System

·        ICS trained and ability to be fully functional at various levels in this system

·        Know the legal function of an EOC and how the Jacksonville model expands this responsibility locally

·        Ability at your assigned level to implement the COJ Comprehensive Emergency Management Plan (CEMP) and understand it’s role and importance to government operations and the community as a whole

·        Understanding of local and state declarations of emergency, and how that feeds into Presidential and FEMA Safford Act declarations

·        Ability to manage and maintain legal compliance of a wide range of federally funded grant programs

·        Represent the local government and the region on several operational working groups, which requires an overarching knowledge of domestic security related gaps and capabilities locally, regionally, and statewide

·        Good public presence and proven skills in public speaking and adult education

·        The importance of public information, social media, and mutual two-way communication with the public prior-to, during, and after disaster, and how this factors into situational awareness within the EOC and the development of a common operational picture during a localized or devastating  disaster

·        Understand how planning, training, and exercises, complement one another and fulfill the emergency management (EM) planning cycle

·        Understand Continuity of Operations plans (COOP), and Continuity of Government Plans (COG)

·        The vulnerability assessment process and how this applies to Critical Infrastructure and Key Resources (CI/KR) within the county, region, as well as intra- and inter-state

·        Have or willing to become HSEEP, FEMA/EMI Master Trainer certified, and an ICS qualified instructor

·        Become certified as a Florida Professional Emergency Manager (FPEM)

·        The management and registration process of vulnerable populations prior-to and during time of disaster

·        Review and approval of State required CEMP for specific facilities within the county

·        Flood and Hazard Mitigation Programs, Local Mitigation Strategy, and how these dovetail into specific national programs that benefit the community rating

·        Volunteer management during disaster

·        Resource management at the county and state level

·        Proven skills and demonstrate an ability to liaison with local, state, and federal agency partners

·        Understand how the Florida medical disaster system of operation works at all levels of government

·        Points of Dispensing and mass inoculation processes

·        Management of Mass Causality Incidents at the county level

·        Understand the dynamics of post disaster recovery and the importance to the community

·        Wiling to be on rotational after-hours (24/7) call to represent EPD and provide immediate assistance to the community and Incident Commanders in the field

·        Willing and ability to deploy for extended periods on state, regional, or nationally assigned missions as part of the State Management Team

·        The list goes on…………

Though brief, considering the complexity of this list, it’s obvious that unless you have been in EM for several years or have an educational background in EM, there’s no way you’ll have all of these qualifications initially.  Given this information, if a uniformed member of the JFRD from any rank who preferably has some previous education or experience attributable to EM,  or you are willing to make a long term commitment to learn the EM discipline, and you would like to be considered for one of these vacancies as they occur, I ask that you respond back to me by email no later than the close of business July 19, 2013.  In your response please give a brief paragraph that describes your interests in EM.  After we get your email we’ll set up a time to sit down and discuss your interest and possible opportunities in the future.
